Endorsements give you certain rights in the UN you would not otherwise have; for instance, submitting proposals. Two endorsements empower you to submit a proposal, and if you have the most endorsements in your region, you become its delegate. Delegates are entitled to multiple votes on UN resolutions, as well as the power to approve proposals for vote, and, in some regions, access to Regional Control. You cannot endorse or be endorsed by anyone outside your region, which is why many nations will "invade" other regions simply to endorse each other and thus seize control of the region's delegate position. It is perfectly legal, but with some limitations.

One limitation is it can royally peeve off nations already in the region, especially if they are happy with the current situation. This can cause some ugly situations. As Ohmigodyoukilloedkenny stated all you need is two endorsements, if all you wish is to make a few proposals.
