I would suggest that this is the most critical point.
1. UN legislation cannot target specific nations, so nothing doing there.
2. Outside of UN legislation and its binding effects on UN members, we have no authority other than that which we have as individuals or small coalitions.
Perhaps Atheisism might try to form a coalition of nations to broker a peace agreement and ensure international stability and peace in the situation being referenced.

I agree with the honourable Mr Jones, may I also suggest you research agreements that may exist between the parties involved. I have found cases where non-member organisations adopt UN policy where they feel it may be appropriate for their purposes.
