I found one silly proposal that can still make it through without being thrown out, with a bit of editing.
Public Nudity Act
CONCERNED that children should not be shown sex at their early age.
NOTING that private parts of the body may be found disturbing by some, and,
NOTING that public nudity is an annoyance to some members of the public.
THEREFORE, the United Nations declares that public nudity is banned, which extends to member states.
Violators will be arrested, and be penalised by moderate means of no more than a fine, but may not be subject to torture and execution as a punishment.
