Honourable United Nations member,
The nation of Bellaben has submitted a proposal that it feels can aid all member nations in the realm of Global security: International Criminal Court.
The last time a similar proposal was submitted, we did not spend the time to seek to come to the United Nations Delegates on this forum first, and our proposal suffered - barely achieving over a third of the required endorsements.
We now seek the support of 130 United Nations Delegates.

Hmm....this looks oddly similar to a TG I got recently:

The Grand Duchy of Luxumbra hath submitted a proposal that it feels can aid all member nations both in the realm of Global Disarmament as well as exploration.
The last time a similar proposal was submitted, the Grand Duchy did not spend the time to seek to come to the United Nations Delegates on this forum first, and our proposal suffered - barely achieving over a third of the required endorsements.
The Grand Duchy of Luxumbra seeks the support of 130 United Nations Delegates beyond its own, the Illuminating Darkness of Tsel. If you as a United Nations Delegate do not feel this proposal meets with their approval, Luxumbra humbly requests any suggestions for improvements to its proposal.

RECOGNISING that such grave crimes threaten the peace, security and well-being of the world,

The jurisdiction and functioning of the Court shall be governed by the provisions of this Statute.
The seat of the Court shall be established at The Capital City of Bellaben ("the host State").
The Court shall enter into a headquarters agreement with the host State, to be approved by Assembly of States Parties and thereafter concluded by the President of the Court on its behalf.
The Court may sit elsewhere, whenever it considers it desirable, as provided in this Statute.
The Court shall have international legal personality. It shall also have such legal capacity as may be necessary for the exercise of its functions and the fulfilment of its purposes.
The Court may exercise its functions and powers, as provided in this Statute, on the territory of any State Party and, by special agreement, on the territory of any other State.

Your proposal, this time around, will not suffer because you failed to come to us first. This time, it will suffer because you failed to come to us before you even posted. This proposal, as it currently stands, is, well, illegal.

Considering the sheer size of the NationStates world (which is well into the trillions), millions seems a bit small for the timeframe stated.

Nope. That would be a metagaming infraction on committees and probably a branding infraction. Why not just connect it to the United Nations building which sits on "International" land

WTF? International legalities extend beyond the most extreme crimes you've listed below. Check out the 120 resolutions to see what I mean

That sounds a lot like an optionality clause
The jurisdiction of the Court shall be limited to the most serious crimes of concern to the international community as a whole. The Court has jurisdiction in accordance with this Statute with respect to the following crimes:
(a) The crime of genocide;
TPP
(b) Crimes against humanity;
I believe also TPP
(c) War crimes;

(d) The crime of aggression.
Does not exist. War is perfectly legal and it is more than legal to instigate a war
TPP is set up by an alternate resolution so the points where I am saying that it is under TPP's jurisdiction - that would be both contradiction and duplication infractions.
So.....5 illegal points? Or is it 6?
