Kasirock

I (Kasirock) am proposing the following:
--------------------------------------------------------------------------
Due to the small size of the police forces and militaries in many countries, many citizens are at risk of criminal activity and many nations are at risk of invasion. In an attempt to protect nations that cannot protect themselves, The Democratic Republic of Kasirock proposes that the following be done:
I. International Security Council (ISC)
- A council shall be set up that will consist of two sub-councils: Law Enforcement and Military
II. ISC Sub-Council "Law Enforcement"
- The Police Sub-Council will decide whether or not, by majority, to accept requests of UN countries for law enforcement assistance
- The sub-council will decide whether or not to provide money to countries that request it for law enforcement help and will decide the amount of money to provide
- The sub-council will increase international law-enforcement size upon necessary declaration
III. ISC Sub-Council "Military"
- The Military Sub-Council will decide whether or not, by majority, to accept requests of UN countries for military assistance
- The sub-council, however, may not provide military assistance to countries that are at war with other UN countries
- The sub-council will decide whether or not to provide money to countries that request it for military help and will decide the amount of money to provide
- The sub-council will increase international military size upon necessary declaration
--------------------------------------------------------------------------
I will add a part onto the end later on, but this is just a draft. Any comments or ideas?
