Description: The United Nations,

AFFIRMING that all nations have the right to transport goods in international territory;

FULLY AWARE of differences between member nations in classification of legal and illegal substances;

CONDEMNING all transport of items explicitly outlawed by UN legislation;

FURTHER DEPLORING the abuse of international territory to conduct
trade in or transport of such items;

1. DEFINES for the purposes of this Resolution alone "allowed items" as being any items whose transport is not explicitly outlawed by UN legislation, and whose carriage would not be in breach of any UN legislation or regulations;

2. DECLARES that all nations shall have the right to carry any quantity of any allowed items in international territory for any purposes without fear of inspection, seizure or levy of any kind unless there exists substantial evidence of violation of UN legislation;

3. REMINDS all nations of their right to prescribe policy and enact laws regarding the carriage of goods within their own national territory.

I think das ist alles. I'm uneasy about much of it: I'm missing something, but I'm not sure what. Please rip me to shreds.

Oh

The title needs to be changed. Maybe something like Internation Transportation of Goods Rights or something. Carriage made me think of pregnancy....

We recommend changing "REMINDS all nations of their right" to "RECOGNIZES all nations' rights".

Nations don't need reminding of their own laws; the UN sometimes does. :)

Oh. Well, I'm home sick this evening, and tired, and for some reason I didn't realize that the word "draft" in the title meant this was still a draft. :p He wanted sometime to submit, so I did. I can submit it again, later, if you guys want to "draft" some more.

If you Recognize then: Reconizes that all nations have a right to walk on water.

If you Recomend then: Recommends that you use water wings/shoes so you won't sink.

Does this fit with your concerns? It prohibits interruption of transit.

Hmm...Myopia brings up an interesting different point: what about if you're at war with the nation that's hauling....

Yes, that is a point.

Bugger.

My thought, I suppose, is that in time of war, the right to transport goods in international territory shouldn't really be impeached upon. How realistic that is, I'm not sure.

I'll think up a better response if it gets anywhere.

I would disagree. I may not be a fan of things like unrestricted submarine warfare (like that which was implemented in WWI), but I don't think we should be making it impossible for UN states to conduct total war - especially since every non-UN state knows how to conduct total war and knows the effectiveness of total war.
