On what are you basing that assumption? It sounds like a RL reference, which is problematic. In any case, 'ACKNOWLEDGING that too many people live below the poverty line' owtte might make more sense.

Ok, you should set this out more clearly. Perhaps 'DEFINES approved courses of action for the UNWFP as:' and then number or letter R, RR, R and D. Otherwise, it's very unclear. 'draws-up' should become 'draw up'; 'rhe' should become '^p The'; 'works' should become 'work'; 'serves' should become 'serve'. Beyond that, the 'should' (ironing) is unclear - use operative language.
Overall, I find this proposal to be very poorly composed and presented. I agree with many of the ideas in it, but could not support it in its present state.

Yes, nothing.
Saying something "should" be done doesn't actually get it done. This proposal as written is a series of forceless suggestions.
Edit: Also, it may be illegal if that 800 million people below the poverty line stat came from RL, and I don't know where else it could have come from.

I would agree with Omigodtheykilledkenny, that this does indeed proport to accomplish a great deal and I'm sure that if implemented it will. Nevertheless, before I vote for it, I would like the following questions answered:
1). Providing aid in light of natural disastors is fine, but it is a rather reactive measure in the case of prolonged famine. Surely developmental goals and funding, with a U.N. agency devoted to the advancement of better farming and manufacturing techniques, would perform the job better?
2). The comments about the role of women strike me as somewhat sexist, even acknowledging, as they do, an existing situation. In addition, simply favouring women will be impracticle, given local culture and traditions that emphsise male predominance. Wouldn't goals at making sure everyone is able to enjoy adaquate nourishment during a time of famine be more constructive?
3). Food aid is of debatable use as a weapon against long term poverty, as it does not solve the underlying problem of poor production. What are you're solutions for that issue?

I don't belive this proposal covers anything left unmentioned in previous proposals. In addition, it's riddled with spelling errors and assertions with no clarification or action. On top of all that, it never even explains what the UNWFP is attempting to do and how. I suggest the author take a look at past resolutions concerning world hunger, and the steps taken to fix the problem already.

Yeah, they should be helped, and they are being helped, Resolutions #29, 90 and 100. Your proposal doesn't suggest anyway to help them though.

This is meaningless on its own. You need to provide ways of helping people. Besides just saying, 'This is bad' you need to suggest ways of improvement. It's already covered by Resolutions #20, 51, 65, 92 and 111

That's wonderful, but how will any of it be accomplished? Resolutions #29, 42, 76 and 114.
I personally don't see how I could support this proposal in any imanginable form. It's redundant, and lacks alot of much needed clarification.

But...you've just mentioned disaster areas. Look at Katrina: that hit the richest country in the world. This seems a split in definition.
Honestly, it still doesn't really look like you know how to set out a resolution. My suggestion would be to put together all your reasons, and out them in first: 'RECALLING'; 'BELIEVING'; 'AWARE OF', and so on. Then get together what you want to do - 'DEFINES'; 'DECLARES'; 'RECOMMENDS' - and set them out in a way that everyone can understand. As it stands, this is too muddled to gain our support.
