Proposal--Global Terror Bill

GLOBAL TERROR BILL-

WHEREAS, in this time of global uncertainty, the safety of every citizen is being jeopardized due to a lack of personnel and funding;

WHEREAS, there are fundamentalists of all races and religions that desire to undermine the common good;

WHEREAS, an increase in funding for the police and military that patrol and safeguard our ports, airports, border checkpoints, government offices, and utilities facilites would prevent harm against our citizens;

WHEREAS, this measure gives the power only to search people at the aforementioned locations and does not constitute any further invasion of privacy;

WHEREAS, the only way that the safety of all citizens can be insured is through the cooperation of all the governments of the world;

WHEREIN, every UN member nation does pledge to increase police and military budgets so as to promote the safety and health of the general population--both in their own country and abroad.

Voting ends Sept. 4th. It's in need of many more approvals. Hopefully you all will be able to help it get to vote.

If this proposal does not reach quorum, I would suggest that you use a variety of operative clauses. A list can be found here (http://csuna.netfirms.com/reference/resolutions.htm) It just makes the proposal more interesting to read.

Other then that, it is really well written. I will encourage my regional delegate to support this proposal. Good job Sterkenland.

Operative clauses have a purpose: hence the name. They're not eye-candy.

I dissagree, some nations have little to no standing army and have no reason for one. Enforcing a global step-up in police presence won't do anything for those nations.

Ahh, yes, one nations terrorist is another nation's freedom fighter.

However, the proposal doesn't explain what constitutes a search, how searches are performed, by whom, towards whom? What certifications do those conducting the search need? What higher office do they answer to, the location manager, the State, the UN? Can security clearance badges be issued to bypass certain prcedures? What rights of privacy do people maintain? It seems more of a hassle with civil liberties than it's worth. If the proposal does not clear up its wording, I could not vote FOR if it came to vote.

I wonder about those nations that have already set up procedures and have made a fairly good level of security in their country with various funding increases and such. I wonder how they would take this resolution? This resolution seems to feel that we need to just throw money at the problem, when the design of a system has never been done. No recommendations have ever been made and the only thing you're offering here is searches at various locations and such. Sorry, I cannot support this as it isn't specific enough
