Can this ban be maintained. So many other resolutions require spending from the UN and the UN would need money to maintain checks on other nations. Some vitally important resolutions such as resolution 32 on the prevention of AIDS would require immense funding that nations who have AIDS would be unable to provide. The tracking of NEOS should also be a global effort. Or is it just me?

I presume you're talking about resolution 4. This resolution doesn't ban the UN from taxing member governments. All it does is says that any tax the UN levies cannot be taken directly from individually citizens.

Some resolutions have attempted to enforce a tax on member nation's governments, but these are usually shot down fairly quickly. Nobody want to pay the UN anything, it seems. So most resolutions that DO require funding get it on a voluntary basis.
