Text:

As the delegates of the world I place in your hands the lives of the entire planet and our entire future. W.M.D. or Weapons of Mass Destruction are defined in this document as Nuclear and Chemical Warfare.

Weapons of Mass Destruction are a fear and a concern for all of us to take note of. Not only is it dangerous to store, the tremdous loss of life is unacceptable for any of us. We must act now for our future.

ARTICLE I: This document in no way changes UNITED NATIONS RESOLUTION #113 that concerns biological weapons.

ARTICLE II: All nations who have W.M.D. currently and are members of the United Nations must submit quantity and type of said weapons.

ARTICLE III: All nations who have W.M.D. that are members of the United Nations must submit a plan of reduction and safe destruction of such weapons.

ARTICLE VI: By ratifing this resolution, all nations who are members of the United Nations agree to not use any form of W.M.D. on any nation.

ARTICLE V: This resolution will be in effect untill it is revised or otherwise superseded.

Amazing, no bio weapons, no anti-matter, etc. Heck, many don't consider chemical weapons WMDs

Weapons of Mass Destruction are a fear and a concern for all of us to take note of. Not only is it dangerous to store, the tremdous loss of life is unacceptable for any of us. We must act now for our future.

Yep, but so is a third world war or a full invasion of all UN nations by a large coalition of Non-UN nations who have Nukes that aren't governed by the UN....

ARTICLE I: This document in no way changes UNITED NATIONS RESOLUTION #113 that concerns biological weapons.

That's hardly an article

ARTICLE II: All nations who have W.M.D. currently and are members of the United Nations must submit quantity and type of said weapons.

Fine

ARTICLE III: All nations who have W.M.D. that are members of the United Nations must submit a plan of reduction and safe destruction of such weapons.

I'll reduce than rebuild my stockpile, and I shall reduce it by one nuke.

ARTICLE VI: By ratifing this resolution, all nations who are members of the United Nations agree to not use any form of W.M.D. on any nation.

First, 6 does not come after 3 (you're looking for IV)
Second, I can't remember who said it, but:

"That just means the little red button on my desk does two things:
1) Resigns
2) Launches the nukes"

ARTICLE V: This resolution will be in effect untill it is revised or otherwise superseded.

Actually, it'll be in effect until it is repealed. It can't be superceded or revised. That's probably a game mechanics infringement
