Helping Hand Research Initiative

Description: Advancements made by Nations or Regions that Increases human welfare shall get donations which further the research for said advancements and donations for the propagation of those advancements into the known World.
Whereas donations will be made that can support a percentage no less than ten percent and no greater than fifty percent in relation to the cost of research or propagation of new advancements into the Known World.
Whereas donations shall be used equally for research and propagation of advancements,
Or loose the rights to those donations
And once advancements are made which can be propagated to other nations,
Each nation will receive in relative proportion to the nation’s population new advancements which will help to increases that nation’s human welfare.
Advancements will be voted upon by the UN Delegates upon whether the Advancement is fit enough to receive these donations and does not interfere with presently enacted resolutions.

ok u want to force nations to donate?

Illegal, Metagaming -> committees. UN Delegates can't sit on any committee and vote on anything.

Also, seems to infringe on the rights of business. Intellectual property etc. If an inventor has the option of either accepting this donation, and hence lose all conceivable intellectual property rights. Alternatively, he holds out til he gets private funding and though he has to share the royalties, he still gets money.
Or am I missing something?

I'm a little presumptive.
Certainly a little cutting and pasting needs to be done but the Idea is that resolutions incoporating human welfare or advancements to human welfare get a bonus. What is a country without people? Land. If it is possible.
The initiative glorifies those region's or nations that introduce resolutions that make a marked Advancement to the Known World's human welfare. I extended the legislation to include basically the same modus operandi that we are currently using.
Nation's, I assume, already donate something other than a Member or delegate to the UN otherwise there is no structure nor real backing for resolutions.
Defintions of control without reprecussions or appraisals have nothing.
An initiative that makes nation's want to make advancements for human welfare is a tool by which The UN extends a helping hand and defines a modest guage by which help can be given.
There is nothing that prohibits Patent or other because the Nation must put this forward to the UN for the donation of funds.
And in consequence the nation's making the effort get reward as well as other nation's reaping the benefit afterwards.
