Repeal 'UCPL'

The Cloud-Water Community recommends the following repeal to UN delegates:

Repeal "UCPL"

A proposal to repeal a previously passed resolution

Category: Repeal
Resolution: #45
Proposed by: Hyronia

Description: UN Resolution #45: UCPL (Category: Free Trade; Strength: Significant) shall be struck out and rendered null and void.

Argument: ALTHOUGH the requirement for some form of standardisation in intellectual property rights in today's global market is a pressing concern,

we BELIEVE that UCPL is an unwieldy, inefficient method of standardisation that requires too much bureaucracy, has been inefficient in stamping out the "grey area" described with regards to state-mandated patent theft, and is an untenable control on some nations - especially nations who wish to use other methods of protecting intellectual property (for example, creative commons), and that a new resolution should be drafted in order to create a smaller, more efficient organisation to carry out these tasks.

NOTING also the lack of a provision for the freedom of medical care to all in the face of punitive costs for branded drugs when compared to generic equivalents, as well as the use of frivolous patents for personal gain, such as the patenting of human 'junk' DNA, which could derail important scientific research through copyright costs incurred, we believe a resolution pertaining specifically to these issues should also be drafted.

We therefore call for this resolution to be REPEALED.

We believe the Resolutions reference to DNA was in an attempt to Protect the theft of a persons Identity by use of copying the genetic blueprint of an individual. We are also against any such theft and as such we would not be able to sanction a repeal of the resolution until given proof to the contrary.

but once again, The Most Serene Republic of Love and esterel want to read the draft of the new resolution first, before approving the repeal

It does not seem as though there is any specific wording in any resolution protecting it from patenting - taking a lead from RL, it could concievably be patented.

Ecopoeia's earliest significant foray into UN business came in the discussion of this resolution when it originally came to vote. We were vehemently opposed then and remain so now. UCPL is a mess: inconsistent, invasive and intolerable. It must be repealed.
