The UNITED NATIONS,

REALIZING: The need for recycling:
>> Recycling makes maximum use of our resources and alleviates the need to use our precious natural resources, thus helps reduce deterioration of world’s environment.
>> Recycling helps reduce cost of waste disposal when done right. More material is diverted form landfill. The set up and maintenance costs are reduced, thereby decreasing the overall cost to local government and in turn the local resident
>> Reduced garbage dumping also means that you get to use landfills for more number of years


REALIZING FURTHER: The need for mandatory recycling:
>> There is a lack of effort or knowledge to recycle in many nations, especially by corporations who try to exploit the environment for monetary gains
>> To gain full benefits from recycling, more and more people have to be encouraged to follow it
>> There is an ever increasing rate of garbage and an errant wastage of resources. There is lack of space to dump garbage and the practice of dumping garbage in other nations is common by many rich nations
>> All the above plays a role in the rapidly deteriorating world environment


MANDATES: All UN member nations to…
>> force business houses to recycle ALL products or by-products recyclable today or in the future, but at a realistic and reasonable cost (RARC). RARC means that the realistic cost of a recycled item cannot be less than 105% of a similar non-recycled item
>> force business houses to use recycled inputs where available
>> ban major non-recyclable pollutants for which recyclable substitutes are available


ENCOURAGES: All UN member nations to promote research in the field of recycling technology, with special attention given to develop recycling methods for currently non-recyclable materials.


URGES: All UN member nations to promote awareness on recycling among their citizens, specially children through education, where they should able to…

Change to noting or recalling, or just plain seperate it into a seperate paragraph and using noting or recalling to start the following sentance

resolution 13: “MANDATORY RECYCLING” was repealed to correct some shortcomings

through an improvised resolution. Following is a proposal for the same.

NOTING: The following issues raised in the repeal of resolution 13, “MANDATORY RECYCLING”…

I'd go with "Noting the following failings of resolution 13: Mandatory Recycling"

>> The lack of scope to enforce recycling of all recyclable items
>> The exploitation by corporations without being in breach of resolution 13
>> The problem of ever degrading world environment


MANDATES: All UN member nations to…
>> enforce business houses to recycle ALL products or by-products recyclable today or in the future, but at a realistic and reasonable cost where loss is not suffered and is as per guidelines set by the government for the respective material

No. It will always be cheaper to throw things out than to recycle them so there will always be a loss. I can't think of a good fix for this

>> promote or increase R & D to invent techniques to recycle those wastes that are at present not recyclable. Assistance and/or grants will be given through the IMF or World Bank for nations showing good results in the same.

There is no IMF or World Bank. The only thing that moves money internationally is the UN. The line needs to be reworded, but that'll be for a later draft.

Hmm... you got a good point there. Although I have reworded that point, there still is some loop holes. This is the most important point of the proposal. I think I'll make the UN set the guidelines. Will write it soon.

Wow, I can't do that
Hehe so can't I. Those are actually some suggestions made by environmentalist including the 3rd year of education.

We congratulate the distinguished representative from Jusma Kullailie on making an excellent start towards a fine proposal. We have some preliminary suggestions....

RECALLING: Repeal of resolution 13: “MANDATORY RECYCLING” to improvise the same, the following is proposed.

NOTING: The following issues raised in the repeal of resolution 13, “MANDATORY RECYCLING”…
>> The lack of scope to enforce recycling of all recyclable items
>> The exploitation by corporations without being in breach of resolution 13

We think it would be better to remove the comments on Resolution 13. If the repeal passes, Resolution 13 will be a dead issue. Instead, lead off with some good reasons why this proposal is necessary.

How about this?

Require businesses to recycle all products which can be recycled at realistic and reasonable cost. National governments shall establish criteria for the definition of reasonable and realistic costs.

Require businesses to use recycled inputs whenever available.

Ban major non-recyclable pollutants for which recyclable substitutes are available.

We thank the representative from Ausserland for his worthy suggestions and comments. However, we are currently too busy in a campaign to get approvals for the repeal resolution. Over 500 telegrams sent, yet only 10% have responded.

But for the time being we would like to make one comment about the 'realistic and reasonable cost' point.
What if individual governments establish criterias favourable to their industries?
Hence the need for the UN to establish its own guidelines. We are too confused in this matter since this is the main point for the repeal of the previous resolution. We need to do more home work on the same.
