What is the cost to the nation of noncompliance with a UN resolution; ie: the Sex Education Act?

That's a complex question.

On one, basic, level, none, because you can't nocomply. If you're in the UN, you're subject to Compliance Ministry regulations, and your stats WILL be affected, whether you voted for or against or abstained.

In RP terms, declaring that you're not complying isn't actually likely to draw much attention, but certainly little good attention. If you simply state that you're not complying, you'll likely be accused of godmodding, and everything related to that non-compliance be ignored. However, you can't technically be ejected from the UN for declaring non-compliance.

Thus a better way to go about it is to declare how you're legitimately non-complying. In this case it's simple: the resolution 'Urges'. So simply, and in this case appropriately, say that your government is resisting the urging. If it was 'Demanding' or 'Requiring', it'd be a different matter.

Technically, nations cannot do anything other than comply with resolutions (although you're free to base a role-play in the forums on non-compliance, if you want). However, many resolutions are written so that they do not require action, merely recommend it - the sex education act is an example of this. Because it says "urges", we play it as the UN placing pressure on nations to toe the line, but not actually requiring it. You can role-play the costs of not following the recommendations any way you like, though it will still affect your nation's statistics in the same way as if the resolution had said "requires".
