I will be proposing a repeal for the following proposal in exactly 17 hours and 22 minutes. I request all UN delegate to support us in this effort to increase quality of world environment. Should you oppose or find any errors in the points mentioned below, please let us know. Thank You!
ARGUEMENT: Honourable Delegates and Member Nations of the UN, we feel that resolution #13 is flawed insofar as the scope of what it mandates recycling for is too limited. Hence we propose the following to repeal resolution #13 - "MANDATORY RECYCLING".
NOTING: That UN resolution 13 - "MANDATORY RECYCLING" lacks scope in achieving its desired goals in the present and future generations. In a literal sense, its statement calls for recycling of paper, glass, aluminium and batteries ONLY.
This ignores other recyclable products or by-products that exists today and will exist in future, including but not limited to...
>> Tin and other recyclable metals
>> Cardboard boxes and other packing materials
>> Food, beverage and other plastic containers and other recyclable plastic items
>> Inkjet and Toner cartridges, Magnetic Reels, CD ROMs and other computer media
>> Monitors, computers and other electrical equipment
NOTING FURTHER: That due to these shortcomings, corporations have been found to, without breaching resolution 13, completely neglect ethical practice of recycling recyclable items not covered under resolution 13.
RECOGNIZING: "MANDATORY RECYCLING", proposed by Techno prisoners, as a precedent to improve world's environment.
RECOGNIZING FURTHER: The following major environmental problems on hand:
>> The rapid increase in industrial, bio and general waste in many member nations
>> The lack of space and efforts to dispose off the waste and the practice of dumping garbage in poor nations by other nations
>> The Lack of knowledge or efforts to recycle items those are recyclable at a reasonable cost, by some UN member nations
REPEALS: Resolution 13 - "MANDATORY RECYCLING", implemented: Thu May 8 2003, to make way for a resolution that addresses the above concerns.

Hmmm...
There's something very Orwellian about saying "Support the repeal of recycling for the betterment of the environment".
I don't believe people trust Repeals when it's without it's replacement Proposal.
Cause without it, it just seems like a cynical, ugly political maneuver.

I am not sure why you think that way. I was simply calling for support to repeal a resolution that is not fully serving it's purpose in today's world, so that another resolution can be passed to correct the short comings.
The QUOTE below was a part of the original draft proposal, removed to save space as suggested.
AIMING: To repeal resolution 13 and implement a new resolution to do the following:
A) TO make it mandatory for all business houses in UN member nations to recycle ALL items noted above, in addition to paper, glass, aluminium and batteries, and to recycle any other products or by-products recyclable today or in the future
B) TO make it mandatory for all business houses in UN member nations to use recycled inputs where available
C) TO make it mandatory for UN member nations to ban major pollutants for which recyclable substitutes are available
D) TO make it mandatory for UN member nations to promote awareness on recycling through education and making sure that students from third grade onwards are able to
.1) define recycling
.2) identify and categorize recyclable items and recycle symbols
.3) understand the importance of filtration and recycling
ALSO, TO encourage general awareness among other citizens by the government
E) TO encourage UN member nations to promote or increase R & D to invent techniques to recycle those wastes that is at present not recyclable, and to provide them assistance in doing the same.

New Hamilton - in his other thread for this repeal, he originally had his list up (was changed as the drafts got moved around and eventually deleted entirely because it wasn't necessary for the repeal). While I agree it is better to have a replacement ready, I know the aims so I welcome this repeal.

Greetings, This is the Prime Minister of JK,
Thank you to all the delegates who have approved our proposal so far. We are just about done sending telegrams to delegates who have approved 'UNCoESB', another proposal to improve world's environment. We have also sent telegrams to many other UN Delegates.
You probably are thinking why the usual UN representative isn't here. I have fired him personally for forgetting some thing I will now say. He is truly absent minded!!

I humbly request them to pardon the absence of this proposal. However some of the news points that will be mention has already been posted above for your reference. We will try our best to write a new proposal to improve resolution 13, MANDATORY RECYCLING.

The Delegation of the Hibernian Realm, for whom we are charged to represent to these United Nations will give the FULL support of our delegation to the repeal of the outdated resolution.
To repeal in order to better our nations and the resolutions that guide us is most important, and to those who say nay due to no finalised proposal being ready to replace the repealed one I say hang your heads in shame for i would rather a well written and thought out proposal being submitted than a rushed one that will require repealing to fix.
To Jusma Kullailie, I say take heart, Raise your spirits and hit it again and again and again untill it falls.
