Has anyone established an IAEA or something of that sort?

Not quite sure what that is (forgive my ignorance if it's something I should know about), but chances are, no. Committees and anything of the sort are governed by very strict rules, and it's kind of hard to get one without a mod jumping at your digital throat. Judging by the title of your post, though, I will assume this has something to do with Nuclear Weapons, in which case I'll look through the records and find anything related.

Passed Resolutions relating to Nuclear, Chemical, or Biological Weaponry:

Resolution #75, The Nuclear Terrorism Act, bans the sale or transfer of nuclear weapons to terrorist organizations, and calls for heightened security in regards to weapons of mass destruction.
Resolution #107, Ban Chemical Weapons, bans the production and transfer of all chemical weapons, and takes steps to decomission all existing chemical weapons
Resolution #108, Repeal "Elimination of Bio Weapons" (Resolution #16), repealed the first resolution in regard to this topic on grounds of ineffectiveness. It pushes for the passing of a new, more effective resolution. (See below)
Resolution #109, Nuclear Armaments, allows for member nations to possess nuclear weapons for the purpose of self-defense.
Resolution #110, United Nations Security Act, allows member nations to use any means needed to defend themselves, except where otherwise restricted.
Resolution #113, UN Biological Weapons Ban, bans the production, possession, trafficking, and use of all biological weapons, other than limited amounts for the purposes of counter-agent research. It further calls for the safe destruction of all existing biological weapons.

Overall, it seems like it's been fairly well covered over the past few months. But if you can find any holes in there, feel free to try to fill them. And sorry if that's not what you were looking for.

The IAEA is the International Atomic Energy Agency (I think) it deals with all manner of nuclear things, mainly the Nuclear Non-Proliferation Treaty I think. You're most likely to hear it lately in reference to Iran.

BTW, I did not see anything in relation to nuclear energy. But I did just skim the list, and I was mainly looking for weapons, so it is possible I missed something. Not likely, though. :D
