Rejected:

1) The original resolution did not outlaw the production of normal automobiles
2) I will not support a repeal unless it centers around the fact that the scope was too limited
3) I do not accept the "we are outnumbered, so let's stop trying" argument. I have 4 nations now, 1 is a UN member, 2 aren't but follow UN laws fairly closely, and 1 follows most civil rights and weapons laws. As such, I do not accept your argument

In addition,
1) The intent is that hydrogen replace oil as the source of energy for internal combustion vehicles, but this will not cause a negative effect on the industry as implied in this repeal. Smart petroleum products producers would put resources towards moving to the use of hydrogen instead. This will employ more people if anything.
2) even if it takes time, what difference does this make? Rather than saying "oh that'll take too long, don't bother", say "We had best get started before it becomes critical."
3) If oil reserves are depleted, the price of conventional fuels will rise above hydrogen anyway
4) protection of people in the "gas station" industry does not necessarily follow the economic principles of all UN members.

We of Junenk suspect this repeal is sponsored by those with a vested interest in the conventional fuels industry, and strongly urge delegates to ignore this draft resolution.

Resolution 18 does not set a timetable, it merely states that development of Hydrogen-fuelled cars should begin. It's very non-specific, and a weak resolution, but I'll not support a repeal that effectively negates it. If you were repealing with a view to increasing its strength, then that's fine, but you're effectively arguing against it or the ideas contained within.
