Economical and Environmental growth are not mutually exclusive.
For the religious, we must respect what God gave us.
For the secular, You want a house on that hill that has a beautiful view. How can you do that if you destroy everything in site for the house?
With no examples here, I strongly believe that we can come up with ideas that can both have progress and the beauty to appreciate it.
The goal of Green Machine is to help UN Members foster well balanced Enviro-econnic Proposals that have a chance to become law.
Everything goes, on both sides, compromise is the grease that works the wheel.

The people of my nation generally believe in this philosophy. Is this a proposal or just a call to see if other nations agree with the basic idea?

No - he's trying to get a think tank together and start thinking of environmental resolutions.

This is interesting. Last time I heard of a "UN think tank", per se, was my underground "GHIRA" think tank, which brought about the "Repeal of 'Required Basic Healthcare'" and drafted "National Systems of Tax" (actually, it also brought forward "Reformed Literacy Initiative" and "Repeal of 'Legalized Prostitution'"). After I joined the NSO, I understand that its operations were put on hold indefinitely...

I think this is a good idea to help smaller and newer regions such as mine to make more impact i believe.

We think this is a fine idea and hope it works out well. Have you thought about opening a Green Machine forum like those run bu the NSO and UNA? We're not familiar with the ins and outs of forum operation, but it seems to us that a separate forum would be a good way for interested representatives to particiapte without the subject being lost in the crush of other UN business. Just an idea....
