The RAINBOW project consist of terrorist obliteration through military force and the internal defense of national security and individuality. If thie were to be proposed by the UN it would be deleted as being a violation of the UN proposal rules specifically the one which the un may not have an army.

It seems now proven in RL that terrorists can attac at anytime, anywhere and that it is basically impossible to get rid of terrorist danger. There simply are too many possibilities for them to attack.
It is also a matter of police investigation to track terrorists down ... this is a James Bondish kind of work. If you immediately take out the big weaponry, the terrorists will have disapeared in no time.
Now, lets take the London example, to take RL conditions: you got to be impressed at how police and security forces reacted after the bombings. They obviously where prepared for such an eventuality and responded in a very professionnal manner.
That's what has to be done first, if anything in the UN: preparing military and/or security forces to first aid and evacuation scenarios.
Finding the terrorists is interstate secret police work. These interactions have to be improved, which is risky for you can easily get into a big-brother kind of situation if you allow every piece of information about anyone to be collected and given to other nations investigating terrorist matters. But there certainly are ways ... This is also a UN decision to take: as always, create a comitee of mystical beings that will analyse and promote international interaction amongst police and justice.
Now, to get back to the London RL example, I could understand (because of the fear caused immediately after the bombings) that you tell police forces to shoot a suspect trying to run away in the legs, to stop him, but directly in the head!? Thats condemnation without trial!
