Hello,

The Most Serene Republic of Love and esterel woulk like to introduce the:
Bonobos Extinction Protection Act
:fluffle: :fluffle: :fluffle: :fluffle:

today, Bonobos face Extinction and this is sad, these apes are very nice and stunning (especially their sexual social behaviour)
http://en.wikipedia.org/wiki/Bonobos

here is the proposition draft
we used the
"UNITED NATIONS RESOLUTION #106 Protection of Dolphins Act"
http://www.nationstates.net/cgi-bin/index.cgi/page=UN_past_resolutions/start=105
as a model and we would welcome any improvment suggestion or idea before submitting it

Bonobos Extinction Protection Act

The United Nations,

RECOGNIZING that:
- Bonobos are intelligent, man-loving and friendly apes,
- Bonobos, along with Chimps, share 98.4% of human DNA and are our closest evolutionary cousins,
- Bonobos, along with Dolphins, Chimps and Orangutans, are the only animals which have passed the “Mirror-recognition test for self-awareness” (or mirror test) [for example: Cats and Dogs did not],
- Bonobos can communicate between them by vocalizations (not yet deciphered) and are able to use tools,
- Bonobos are very peaceful and sociable animals with a unique way of conflict resolution and post-conflict reconciliation by the mean of sexual intercourses;

ALARMED by:
- The killing of bonobos around the world, whether intentional of accidental,
- The shrinking of the Bonobos population (less than 20 000 worldwide)
- The shrinking of Bonobos’ natural rainforest and swamp forest habitat,
- And in consequence their looming extinction;

OBSERVING that:
- The prevention of Bonobos killings and the protection of their natural habitat will not hurt any of the states' economies,
- This prevention can even create an eco-tourism economic activity by the mean of “National Parks”;

1. CONDEMNS in the strongest terms the intentional killing of Bonobos around the world;

2. CALLS UPON concerned states to preserve Bonobos’ rainforest and swamp forest habitat
- by establishing “Protected Areas”, “National Parks”, “Natural Reserves”, Wildlife Sanctuaries” …,
- by listing these endangered areas in the “World Heritage List” [UN RESOLUTION #37];

3. CALLS UPON all states to prevent Bonobos abuse, in any way that they see fit, provided that no Bonobo shall ever be preferred over human lives;

4. WILL ENCOURAGE, PROMOTE and FUND scientific research about Bonobos, especially concerning their unique social behaviours, their abilities to communicate and their health.

we hope many people would understand the need to protect bonobos, and help us to improve this draft

we will also welcome and appreciate any temporary endorsment (we are in the region "europe" but we could eventually change)
Thanks a lot

Bonobos, you say? Our office is no more in favor of protecting a specific animal such as the bonobo than we were in favor of protecting the dolphins, no matter how appealing we might find them.

Our office will not speculate as to the reasons for the seeming lack of interest on the part of our other colleagues.

The Most Serene Republic of Love and esterel ask Texan Hotrodders to detail the list of known "Sentient Beings" concerned by the Rights of Sentient Beings proposal resolution
Enn

Well, I'm not from Texan Hotrodders, but I can give a list of beings that could be covered by the Rights of Sentient Beings proposal. But that's the point - it's up to the individual nation to decide which things (not necessarily species) get the same rights as humanity.

That said, here's a short list: elves, dwarves, hobbits, Sarkarasetans, penguin pirates, velociraptors, androids, cyborgs, vampires, Martians, the list goes on. And those are just a few of the sentient beings I've come into contact with during my time at the UN. In fact, I think there's still half a zombie mouldering away in the back rooms of the Strangers' Bar. Yes, half.

As the fine representative from Enn noted, there are many species that can be sentient, and most of those species aren't necessarily sentient in every case. Our office would also like to note that our nation (or any other nation) does not have the resources to catalogue and determine the sentience of every species residing in the 30,000+ member states that comprise this body. And to be sure writing an individual resolution to protect the rights of every possibly sentient species would be both time-consuming, inefficient, and more than likely impossible given the limitations of the UN policy mechanism.

I think a general proposal to eradicate the Bushmeat industry that is the principle cause of the extinction threat to these amazing animals and is also wreaking havoc on environments in developing countries would be far more widely applicable and also protect Bonobos, Chimps, Gorillas and many many other species.

It's really horrific - you can see gorrilla hands for sale in these markets and so on. Anyways here's a quick linky to get you up to date - oh and if we have a bush meat resolution then I apologise

I see this as saying I can flogg or even hang a human who flings poo at me while I can't do a thing to bonobo who might do it to me. What happens to equality in justice... Nor can I walk away as it might be seen as abusing them by not letting them have their poo flinging fun at the humans.

that's just mean that the UN ask Nations to take some sanctions against people who abuse Bonobos

(Nation can take also sanctions against Bononbos who abuse Humans)

we, people of The Most Serene Republic of Love and esterel admit we have been egoist by submitting a resolution only about Bonobos, (our amazing national animal), we did that because we love them

and we recognize it will be better to submit a general resolution about all animals and endangered species

we will try to work hard, and write a new draft
any ides are welcome

we used the

Do write an original draft. The Protection of Dolphins act is not exactly a beloved piece of legislation with some delegations, ours included.

You might also want to watch this one as it goes around the UN.. As it deals with Animal Protection..

Not sure where it at now but might not need your proposal if this one does get passed.

I consider the Bonobos a relatively irrelevant species and am unconcerned about their well being. Sorry if I sound heartless.

I also note that my government did not approve of the "Protection of Dolphins Act" (though we do approve of the equivelent whale protection). However, our reasons for opposition to Dolphins are much different than Bonobos - we have never heard of Bonobos and therefore do not consider them worthy of our time, while we have heard of Dolphins - but they are far from extinct.
