Proposal: Right to Keep and Bear Arms

The Republic of Quinapalus has posted a proposal to guarantee the right to keep and bear arms to all citizens in UN countries.

This proposal is extremely important to our nation and several others that have expressed support, and I would request all UN delegates to give the proposal "Right to Keep and Bear Arms" a look and, if you like what you see, your approval.

If you have an issue with the wording of the proposal, or even the philosophy of it, please post on this thread or telegram me (Quinapalus). I feel rather strongly about this proposal and would like to see it passed on to the full NationStates world for approval.

Right to Keep and Bear Arms
A resolution to tighten or relax gun control laws.

Description: It has been resolved by the submitting nation that the following principles of the United Nations have been supported by all member nations and great precedent:

-The established right of self defense
-The established right of all people to freedom and
democracy and the defense of those ideals
-The liberty of all to engage in traditional activities
and sport

These rights require further support and guarantees as seen by the sovereign nation of Quinapalus and those other nations that have seen it fit to support this proposal.

In order to best support these rights and maintain liberty throughout the world, a gurantee not yet provided by the UN must be established: The right of law-abiding world citizens to keep and bear arms for self defense and sport.

The right of arms has been supported by free nations across the world for ages, taken away only by tyrannical regimes.

Given the knowledge of circumstances and historical precedent cited in this proposal and elsewhere, and motivated by goals of freedom, defense, and ethical rectitude, we propose the following:

1. Hereafter, "law-abiding citizen" shall refer to any citizen of any nation that has not been convicted of a felony or violent or drug-related crime as defined by his or her country of residence.

2. No member nation shall ban or otherwise prevent its law-abiding citizens from obtaining firearms suitable for sport and/or self-defense which represent little security threat to that nation (i.e. semiautomatic long hunting rifles with low magazine capacity, pump-action shotguns, etc.).

3. Member nations may tighten restrictions on automatic weapons and require registration, safety tests, and background checks as a requisite to the ownership of such firearms.

4. Should the government of any nation find that certain firearms represent a great security threat and little or no potential for legal sporting or self-defense uses, that government may take steps to illegalize the firearms in question.

As can be seen in the above points, this proposal would guarantee certain liberties and rights without representing a threat to the public safety. Ensuring that firearms exist ONLY in the hands of law-abiding citizens gives greater security to the people of the world.
