Improving water situation in the NS

So tell me, would such a proposal have any chance to pass in your opinion?

RECOGNISING that the water situation of NS (NationStates) needs to be resolved quickly,

FULLY AWARE the UNWCC (United Nations Water Cleaning Comitee), is working on a possible solution to that problem,

WORRIED about the fact that the researches made by the UNWCC are eluding the real problem.

DECLARES that the UNWCC should give more concern to the necessity to prevent the extreme use of water for sewage and waste-purposes!

PROPOSES that the mission of the UNWCC should be redefined into the enforcement of:

• research of environmental solution in preventing the unnecessary pollution of the NS water resources;
• research of solution to the unnecessary waste of water resources for sewage and waste purposes;
• improve education of UN-members in their awareness of the necessity to preserve water-resources as much as possible for their future and the future of NS

I'd recommend you change "be redefined into" to perhaps "include" ...

This way it would be more clear that you aren't changing what the UNWCC is, but expanding its role.

Thus "Amending" the Resolution and therefore making this proposal Illegal.

I think it is OK to add things to existing bodies, so long as the new functions are independent of the old (i.e. no house of cards arguments) and that they don't change the old (i.e. not an amendment).

For example: you are an accountant, your first year your boss has you manage 2 accounts. After 1 year, you get a salary increase and your boss hands you two new accounts. Your original job has changed, because more is expected of you (and naturally you are getting paid more).

It could be that later your job description is rewritten and those first two accounts go to a *new* person ... but since you have those second two accounts, you will still get paid. Heck, the new person might have been hired to help you focus on the second two accounts. :)
