Proposal: Universal Extradition

Fellow Nations of the United Nations,

We have recently proposed a Resolution to the UN entitled "Universal Extradition". We would be pleased if the worthy delegates would review and consider granting your approval to this proposal.

We understand there is some concern regarding a conflict between the proposal and U.N. Resolution No. 103, which grants the right to refuse extradition in cases where the Death Penalty is at issue. We consider our proposal not to conflict with this Resolution. Our proposal concerns the efforts to be used in capturing a criminal for extradition and imposes a restriction on the refusal to turn over a criminal because of the nature of the crime. Resolution 103 concerns refusal because of the nature of the intended punishment. Further, Our proposal does not require a criminal to be extradited for a crime that is enforced in violation of a U.N. Resolution. We see no conflict between Resolutions banning prosecution or criminalization of certain acts and Our proposal.

While We are often busy with state business, and do not always have the ability to check our international correspondence regularly, We will assign a minister to monitor this discussion, and will provide responses to any questions that may be raised.
