Proposal: Repeal Biological Weapons Ban

Description: UN Resolution #113: UN Biological Weapons Ban (Category: Global Disarmament; Strength: Strong) shall be struck out and rendered null and void.

Argument: BELIEVING that the resolution restricts the civil rights of citizens by forcing isolation and treatment

NOTING that the resolution focuses too much on normal sickness, and not enough on actual bioweapons (anthrax, nerve gas etc.)

FURTHER believing that article seven unnecessary ties up nation's military forces

RESOLVING "UN Biological Weapons ban should be repealed, possibly altered later

Article 7 does not tie up your forces because you are permitted to ignore article 7 - as is permissable by the words "Strong Urges"

Ausserland is very much in favor of repeal of the "biological weapons" ban because of its disastrous unintended effects on medical research and treatment. We have no biological weapons nor will we. But we support the repeal 100%.

We do believe, however, that this proposal makes a good start but needs much work, particularly to point out the unintended inimical effects of the resolution. We'll try to help.

BTW... "Nerve gas" (more properly called nerve agents, since some are not gasses) is not a biological weapon. It's a chemical weapon.

the proposal is more along the lines of Ausserlands comments, I do support a ban, but believe the current resolution goes about it in the wrong way.

The new proposal reads:

BELIEVING that the resolution restricts the civil rights of citizens by forcing isolation and treatment

NOTING that the resolution focuses too much on normal sickness, and not enough on actual bioweapons (anthrax, Q Fever etc.)

AND that the resolution unnecessarily restricts medical research, through its far-too sweeping range that is hardly limited to real bioweapons

AND that the definition of bioweapons is flawed, defining them not as weapons, but rather like normal and naturally arising disease

ALSO saddened by the repeal of "elimination of bioweapons”

THEREFORE calling for the repeal of "UN Biological Weapons Ban" in favor of a better resolution.

ONE that sustains personal and national freedoms while scaling down or eliminating dangerous bioweaponry, not medical research and personal freedom.

ABOVE ALL believing that a resolution should be passed that would prohibit “the development, production, and stockpiling of biological and toxin weapons”

Biological Weapons Convention

Category: Global Disarmament
Strength: Medium
Proposed By: Not Reformentia

BELIEVING the use of biological weapons to be wholly undesirable, given the damage that these weapons do, as well as the dangers inherent in their use, AND

ASSERTING that alternatives exist to the use of these weapons in the defence of any Member nation, and that they are therefore not needed for this purpose,

THESE UNITED NATIONS DO HEREBY DECLARE

THAT Member nations shall undertake never in any circumstance to develop, produce, stockpile or otherwise acquire or retain, or in any way use:

(1) Microbial or other biological agents, or toxins whatever their origin or method of production, of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes;

(2) Weapons, equipment or means of delivery designed to use such agents or toxins for hostile purposes or in armed conflict;

Save where an exception is specifically defined under the terms of another Resolution.

TO FURTHER COMPLIANCE with this Convention,

THESE UNITED NATIONS DO ALSO DECLARE

THAT we as a body:

(1) Reserve the right to define any or all of the above terminology as needed in other Resolutions;

(2) Reserve the right to promulgate exceptions as needed in other Resolutions;

(3) Reserve the right to specify punishments that may be applied to nations which act in a fashion contrary to this Resolution.

I was not aware of the previous resolution. I'm satisfied. 1 question though, why ban if this was already passed? Oh yeah, on the second page now. whopee. :sniper:

As the production and sale of biological weapons could greatly help in Aysheaias economic recovery, we heartily support the repeal of this ban.
