More technologically advanced nations should help to preserve the environment by creating fully hydro-electric cars. If anyone else is interested in this idea please help spread the word to allies that have brilliant scientists. We could forever change the way the world works if we just spend a little money to make hydro-electric cars. Also we could be able to potentially make very good profits if we were to pass this as a bill. Please help me to save the environment, spread the word of hydro-electricity.

Hydro-electric power is when you dam a river and pass the water through turbines in the dam to generate electricity. I don't see how you could have a hydroelectric car. Do you mean hydrogen fuel? If so, there's already a resolution in place (admittedly it could do with repealing and replacing with a better one) which you can view here:

Hydro-electric cars eh? I can see them now, they would require a minimum of two people to operate, one to drive, and the other person would be sitting with a pitcher of water constantly pouring more through the turbine to provide power to the car. :)
