The Repeal of an Existing UN Resolution

I am in the process of gaining regional support for a UN resolution. It is a repeal of resolution 113 line 2.

I am in agreement with the entire argument and support the resolution, accept I feel that limiting the amount of a bio-agent that a member nation can have on hand for experimentation is potentially dangerous when it comes to the member nation defending themselves with trying to create a cure, or treatment for existing bio-weapons.

My question is, may a repeal strike only one provision, leaving the existing resolution standing? I have no interest in creating a new resolution, as 113 is just fine accept for line 2.

I would appreciate help here, so that I can write a good argument for the repeal of the entire resolution if that is necessary.

A repeal is an all-or-nothing matter, you can't just target it at one bit of a resolution. If you like bits of a resolution, but not others, you have two choices: learning to live with the bad things; or taking a risk by repealing and replacing.

For the record, my vote is "learning to live". :) In Mikitivity we have a saying, "Don't sweat the small stuff, let the lawyers work out the finer details."
