This resolution helps to destroy national sovereignty within the UN. Bringing evidence before such a committee takes time, and that could allow the suspect to escape, or for a planned crime to be committed. Understanding that it's foolish to tap and monitor civilians for small petty crimes, I propose that it only be allowed in extreme cases. This would consist of breaking a federal law of that particular nation only.

I believe that the resolution in question is fine as it stands, although I believe that goverment law enforcement agencies should be allowed to monitor communications for specific, crime-related words, and should be allowed to investigate further when the frequency of these words reaches a certain level. These agencies should not, however, be allowed to access the content of the communication unless the level of crime-related words merits further investigation.
