I am the author of proposal of Lunar Trade Development, I believe the proposal speaks for itself, and am simply requesting that delegates take an honest look at it.

If you insist, I was considering that delegates would list proposals and look for it...

The United Nations,

GRANTS ownership of the Earth's only natural satellite to the United Nations and allow joint development of commercial and industrial facilities on it by its members.

OBSERVING that currently the moon itself is a vast tract of unused potential.

NOTING that individual claims to the moon would result potentially in hostilities between nations.

IN THE INTEREST OF providing expansive commercial and economic growth to its member nations the UN allows the occurance of development on the moon;

1) ESTABLISHES a centralized commercial hub on the lunar surface founded around an United Nations Lunar Station for the regular launching and landing of shuttle craft, and joint scientific study for technological advances.

2) AUTHORIZES mining rights allow access to an extensive source of minerals which continually replenish by regular bombardments of meteorites.

3) AUTHORIZES factories for the creation of commercial products that can only be or are more easily developed in a low gravity environment.

4) RECOMMENDS national development of lunar resorts or housing for citizenry interested in engaging in an unique experience for a short term or long term period of time.

If you insist, I was considering that delegates would list proposals and look for it...It's considered polite form. Check the FAQ on making proposals.

My first comment on it is that you'd best talk to the various nations who inhabit the Moon and see what they think (there are regions called both "The Moon" and "Moon"). They might see this as a land grab at their expense.

Not really an issue due to the UN Space Consortium (http://forums2.jolt.co.uk/showpost.php?p=7030099&postcount=51) specifically stating that "no nation can claim title to the Moon". Whereas this would leave the UN open to make claim to it for further development (since it is not a single nation).

That only applies to UN member nations. Non-member nations can claim any part of it they want and I expect those non-member nations based on the moon won't be very happy that the UN wants to claim their real estate :D.

Personally, I don't really like the idea of the UN claiming territory. Not sure but I think I read somewhere in this forum ages ago that it can't claim land, even if it intends to redistribute it. Not too sure about that though. I'll try to remember the thread concerned and edit this post if I find it.

Not to mention that that clause could be intereperted as saying that no UN member can lay claim to the entire moon.
