Tactic Recognition
A resolution to improve worldwide human and civil rights.

Description: RECOGNIZING that there have been numerous anti-terrorist proposals

NOTING that terrorism is a military and para-military tactic like any other

AND that terrorism is less harmful than nuclear, biological or conventional warfare

SEEING that terrorist attacks often kill fewer than conventional wars

BECAUSE they must simply instill fear, not cleanse or totally kill as in regular wartime attacks

FURTHER noting that terrorism does not have to kill anyone, it can simply launch attacks on non-human targets, in order to attain its goal

NOTING that some nations may wish to be "terrorist states" , may wish to engage in terrorist warfare or to harbor terrorist groups

CONCLUDING that terrorism should be recognized as legitimate by the United Nations

The government of Telidia notes the proposal of the honourable member from Crazyvichistan we are however unable to lend support to their proposal. The issue of terrorism is very complex as have been frequently pointed out by many esteemed members of this body. The biggest issue being how to define terrorism since one man’s freedom fighter is very often another’s terrorist. In addition we do not feel it appropriate for all UN members to legalise terrorism, in some nations this could cause internal security issues of pandemic proportions. I fear far more individuals could loose their lives or be injured with such a law than we could even begin to imagine.
