WISHING to encourage the advancement of science

WISHING to encourage the free flow of information

NOTING that many nations have inadequate, expensive or dirty power-generation systems

REALISING that many nations wish to extend and improve their power-generation facilities

URGING nations to provide all citizens with affordable, safe and clean energy


These United Nations enact that:

1. There is hereby established a Global Energy Association for Research (GEAR)

2. GEAR shall consist of a multinational group of energy experts

3. GEAR shall initiate and coordinate multinational energy research projects, including but not limited to an International Tokomak Experimental Reactor (ITER)

4. All nations wishing to participate in any of the abovementioned research projects shall donate a portion of the project's budget proportionate to the nation's income

5. The results of the abovementioned research shall be made freely available to the participating nations for civilian use

6. GEAR shall promote and, where possible and necessary, fund cleaner, safer and more efficient energy

Please approve. I think this is really a good thing for these planets. I will start TGing soon.

I think you should forget the whole thing and work within your region to get such a thing in place. This is not an international/universal thing, and it will do my nation no good. Currently, on Northwind we have various energy plants online for regional use. What's the point of making an international one? You can not beam energy to Northwind, so my country can not use it.

Ummm, as far as I know, we CAN beam our results to you, since our only results are INFORMATION. You seem to be receiving this information, so why not information on power generation?

I'm not interested in giving you electrical power, I want to give you the knowledge to make your own.

Of course, knowledge is power.

You need to be careful about committees. Hack has ruled, in the interest of simplified mechanics, that committees are not manned by nations. I can quote the relevant portion of Hack's proposal rules if you like. The idea is that the Committee must be able to persist and be assumed operational even if no nation takes the initiative and role-plays the committee. If you have to have nations on it, there's no committee if no nations decide to join ,and the resolution is stoppered by RP inactivity--a bit of a meta-game conundrum.

To rectify the situation (take nations out of the picture) you could do something like this:1. There is hereby established an International Energy Committee (IEC), made up of a multi-national group of experts on energy,

3. All nations which wish may donate a portion of their national budget for IEC research,

4. The IEC shall coordinate multinational energy research projects, including but not limited to an International Thermonuclear Experimental Reactor (ITER)

I think that works to solve your committee problem. Then, it can just be assumed that somehow experts on energy are chosen for the committee, even if no actual nations want to role-play the thing.

Another thing, I think you should put white space between your first three clauses. It'd make them easier to read.

I'm not sure about category, I'd need more time to think and consider which would be better. I'm leaning towards environmental right now.

You need to be careful about committees.Especially since this seems to do little more than create a committee.

You'd be better off mandating the taking of money from UN nations, and use the committee to decide who gets what. And how its spent. Remember, you need to do more than just set up a committee. The Resolution needs to accomplish something.

Category's a tough one. Should light a fire under the Admins... this would be a good 'Advancement of Science'-type-deal...

We have come up with some new categories lately, haven't we?

I agree about this being "Advancement of Science" (although I would think it could fly under "Free Trade" since the principle benefits would be economic (think of all the new power plants to be built - and the subsidies to be granted...).

And when I put forward "Eradicate Smallpox", didn't someone suggest that it would be better categorised as "Humanitarianism" or such (it ended up being "Human Rights")?

Go kick those admins for me... ;)

Walking in to the debate Lydia noticed a few familiar faces from her earlier days in the UN. It certainly felt good to be back but she soon realised her sabbatical will be a distant memory in a few weeks, the workload was bound to build up very quickly. She did had not intended to make a speech this early, particularly not having visited the Strangers Bar yet, but the feeling to get ‘stuck in’ got the better of her.

The government of Telidia welcomes proposals that seek to enhance our environment or seek to help those nations whose economies does not allow them to adequately care for its citizens. However we do not feel this proposal helps forward the agenda in either of these cases, particularly since it seems to favour/recommend a particular solution without any mention of other areas or indeed why this method is preferable to others.

We also feel that these two complex issues should not be covered in one proposal, the issues that cover each are by their nature complex and a proposal that seeks to furnish a ‘quick fix’ is folly in our humble opinion.

We do however thank the honourable member from Universal Divinity in highlighting this issue to the members of this body and though we may not agree with their text, it does not detract from the fact that this is worthy topic nonetheless.

On the contrary, this resolution was designed to help nations research and develop alternatives.

As I said above, those interested in steam power can research it and share that information. In fact, among of Universal Divinity's particular interests are alternative energy sources such as wind and wave power. Unfortunately, these are currently under-researched and too expensive: we hope that through collaborative research these problems can be reduced.

Perhaps you refer to the paragraph on ITER. This is included simply because the RL ITER has recently caused significant excitement both in the Real World and on NS. I myself, despite my interest in enviro-power, am quite curious about this project.

Just wanted to point you back to the updated version at the top. I've changed the name to GEAR just because I prefer it.

Let's get the world into GEAR!
