Concept: Wilsonian Collective Security Framework

OOC: There will be SIX posts, one for each of FIVE Resolutions, followed by an explanation. The effect will be progressive. Please bear with me as I try to get all five finished and posted in the next day or two.

Collective Security

OBSERVING with regret that, in spite of our loftiest dreams and highest ideals, this is still a world ruled by force, fraud, and fear, AND

SEEKING to win for ourselves the benefits of peace, security, and stability, BUT

RECOGNISING that we can only make this a safer world through collective action, by combining the energies of all Members, weak and strong, rich and poor, armed or otherwise,

THESE UNITED NATIONS DO HEREBY DECLARE

THAT NOW AND HENCEFORTH, we shall be considered A GLOBAL ALLIANCE FOR THE PURPOSE OF MUTUAL DEFENCE AGAINST AGGRESSION,

THAT, as allies, we shall embrace and uphold these principles:

• That no nation has the right to impose itself on another by force, an act which we call “aggression”,

• That all nations have the right to defend themselves from aggression, an act which we call “self-defence”,

• That all nations have both a right and a duty to aid nations in the exercise of their right to self-defence, an act which we call “collective defence”,

• That the foregoing rights apply ALL NATIONS, Members and non-Members alike.

MOREOVER, to further these principles, WE DO ALSO DECLARE:

• That all nations have the right to enter into defencive agreements, which we call “alliances”,

• That all nations have the right to call upon those nations with whom they have forged alliances, which we call their “allies”, to assist them in the exercise of their right to self-defence,

• That all nations have both a right and a duty to honour their promises of alliance and aid their allies in the exercise of their right to self-defence.

THESE RIGHTS AND DUTIES, as well as the rights, duties, and obligations of Member nations under the terms of our Global Alliance, shall not be understood to permit any Member to take any action proscribed by any United Nations Resolution, nor prevent any action required by any such Resolution, nor relieve any Member of its obligations under any such Resolution, under any circumstance.

We reserve the right to define the terms used herein in future Resolutions, so long as these expanded definitions neither contradict nor materially alter what we have declared in this Resolution, or do the same for anything found in any other Resolution then in force.

Aggression and Self-Defence

SEEKING to build a world in which nations no longer impose themselves on other nations by force of arms, AND

WISHING to condemn and oppose aggression in all forms, BUT

UNDERSTANDING that nations must be allowed to defend themselves from attack, AND THUS

REALISING that disputes could very easily arise over whether a particular application of force constitutes “aggression” or “self-defence”,

THESE UNITED NATIONS DO HEREBY DECLARE

THAT a nation which seizes or harms the people, property, or territory of another nation, other than through law enforcement actions taken in accordance with due process of law, is guilty of “aggression”.

• By “seizure”, we mean the arrest, detention, internment, or incarceration of the victim's people, or the appropriation, confiscation, or denial to the victim of its property or territory.

• By “harm”, we mean either injury to people, fatal or otherwise, or damage to property, including destruction, or devastation of territory.

• By “people”, we mean any person, national or visitor, under the victim's jurisdiction or protection, or any person travelling under its flag or passport.

• By “property”, we mean both real, business, or personal property, whether owned by the nation itself, or by any of its people, as defined above.

• By “territory”, we mean any land, waters, or airspace under the jurisdiction of the victim, even where subject to a contesting claim by another government.

• By “law enforcement action”, we mean acts taken by duly authorised authorities operating within the jurisdiction of the nation taking the action in question, or within or on international waters or airspace, or unclaimed territory, under circumstances where no reasonable counter-claim of piracy might be levelled.

• By “due process of law”, we mean with proper legal authorisation, in a fashion consistent with those procedures specified for such actions under the laws of the nation taking said action, so long as such actions do not violate any operant international laws.

CONSISTENT WITH and BASED UPON this definition of aggression, WE DO PROCLAIM

THAT all nations guilty of aggression shall be labelled “aggressors” from moment of such action forward, until all claim of aggression be voluntarily abandoned by its victims, AND

THAT any military action against an aggressor by its victim, without limitation in scope, duration, or extent, is “self-defence”, AND

THAT any military action against an aggressor by a nation assisting a victim of aggression, without limitation in scope, duration, or extent, is “collective defence”, AND

THAT any military action in support of an aggressor, without limitation in scope, duration, or extent, constitutes aggression, AND

THAT any nation taking such action becomes an aggressor itself, until such time as it ends such action, AND FINALLY

THAT, as self-defence is defined solely as military action against aggression, NO aggressor may EVER claim the right to self-defence against its victim or any nation supporting that victim through the exercise of its right to collective defence.

THESE DEFINITIONS shall apply to any and all United Nations Resolutions that employ such terms as “aggression” or “aggressor”, “self-defence”, and “collective defence”, where such resolutions are drafted to permit such extension, or unless the application of these definitions would serve to contradict or materially alter these or any other United Nations Resolution.

Regional Governments

RECOGNISING that the world is divided into thousands of regions, AND

WELCOMING the the establishment of regional governments as a step toward international peace, security, stability, and prosperity, AND YET

ACKNOWLEDGING that some regions are too small to realistically form such governments, WHILE STILL

WISHING nonetheless to create a framework wherein authority can be delegated by this body to regional authorities of one sort or another,

THESE UNITED NATIONS DO HEREBY DECLARE

THAT we hereby recognise as “legitimate” all regional governments where:

• Said government was created by or with the approval of an earlier legitimate regional government, as a replacement for said earlier government, OR

• Said government was created in the absence of any earlier legitimate regional government, by a nation or nations recognised by this body to possess de facto governmental authority.

ABSENT any legitimate regional government, the following nation or nations shall be recognised to possess “de facto governmental authority”:

• The nations found within the region at the time, so long as:

- No nation among this group expressly objects to the stated exercise of de facto governmental authority, AND

- Over half the nations in said group expressly support the stated exercise of de facto governmental authority, AND

- No Founder or U.N. Delegate is present.

• The region's Founder, so long as:

- No U.N. Delegate enjoying regional control is present.

• The region's U.N. Delegate, so long as:

- No Founder is present, OR

- Said U.N. Delegate enjoys regional control.

By “regional control”, we mean the power to eject nations from the region.

Should no regional government be present, and no nation or group of nations possess de facto governmental authority, then the region shall be said to be “in dispute”.

As implied in the forgoing, the establishment of a new regional government is an “exercise of governmental authority”; any purported regional government established in any other way shall not be recognised by these United Nations as legitimate.

Humanitarian Crises

Assigning someone pariah status will probably require that we be able to declare a "humanitarian crisis". This Resolution will explain who can declare one and under what conditions.

Pariah States

The text will essentially define the circumstances under which a natioin can be declared a pariah. A pariah forfeits its right to self-defence, and any nation coming to the aid of a pariah becomes a pariah by contagion.
