Resolution: The Rights of Victims Of Genocide
REALIZING that genocide still occurs today,
REALIZING with regret that many people have died from this senseless form of slaughter,
RECOGNIZING that many people are displaced from their homes due to genocide,
DECLARES:
All UN member states must provide amnesty and shelter to refugees of genocide.
No UN member nation may harbor perpetrators of genocide.
No UN member nation may condone or perpetrate genocide.
Any violation of this resolution will result in a tribunal at the International Criminal Court of the UN.

I think your proposal is a good idea - but needs some fleshing out - a definition of genocide - some guides as to the extent of the aid / shelter etc to be given - some provision for executing the criminals involved in the genocide etc.

A quick note. The rights of the victims of genocide are a bit beyond the purview of the UN... unless we're talking about making funeral arrangements.
The rights of the survivors of attempted genocide on the other hand...

Resolution Draft #2: The Rights of Survivors and Refugees Of Genocide
REALIZING that genocide still occurs today,
REALIZING with regret that many people have died from this senseless form of slaughter,
RECOGNIZING that many people are displaced from their homes due to genocide,
DECLARES:
All UN member states must provide amnesty and shelter to refugees of genocide. By this, nations must AT LEAST provide a safe camp for refugees, with reliable access to food, water, clothing, and other human necessities.
No UN member nation may harbor perpetrators of genocide.
No UN member nation may condone or perpetrate genocide.
Any violation of this resolution will result in a tribunal at the International Criminal Court of the UN. If the ICC is not established at the time of passage, then this resolution calls for one to be created as well. It will then be the ICC's duty to charge, convict/acquit, and punish genocide perpetrators.
Genocide is defined as 'a mass, systematic killing of a people based on an uncontrollable factor, such as race, gender, ethnicity, etc.'
