I think this will be treated like an "Olympics" type of resolution, and would get bounced by a game moderator:

2) The EXPO shall be each 5 years, in the nation that shall be choiced by the Bureau. The Theme of the EXPO shall be choiced only by the Bureau.

Last Feburary, 1 Infinite Loop hosted a NationStates World's Fair. The idea certainly is a good one, and the UN could *maybe* endorse the idea, but we can't write anything that the moderators might think implies that there is a forum mandated activity. :/

Preamblatory Clause 2:
strengthen*? Instead of strenght?

Additionally, activating clause 1:
"choiced" should be "chosen by"

And, activating clause 2:
"choiced" should be "chosen"

I don't mean to sound like I'm harping on you, just trying to help out.

Actually...in a second post here, I'll just repost your resolution after I fix grammatical errors and such for you.

Yeah. There's that fine line between the "UN Peace Prize" proposal--which I believe would still be legal under Hackian rules, and metagame violations/"Olympics" proposals. Republic of Freedonia, I'm not sure where I think this one would fall on the line, but I'm certain that care should be taken (and open-mindedness to change) to make certain it's a legal move.

According to my recollection of the Olympics debacle, that was only ruled illegal because it required forum activity. As long as it doesn',t it should be fine.

Though you might want to change to time period - perhaps to something like 'at a regular interval' rather than every five years.

Because I'm not english, your grammar spelling is welcome.

About game violation, if it is with voluntary membership it is not ok?

I like this idea. If only there were a way for UN resolutions to affect cultural ratings.
