PROPOSAL: Cadmium And Graphite

In the region of Armageddia, two nations (Splitzania and Disputzania) have recently been destroyed. They are believed to have sunk into the sea.

The Disputzanian Ambassador in Zimbabwestan reports that this was caused by an incident in a Disputzanian nuclear power plant in the Zanig Desert (on the Splitzanian border). Investigations have revealed that control rods were written off as an "unnecessary expense". Hence:


RECOGNISING that many nations rely on nuclear power,
RECOGNISING that nuclear power can be dangerous unless the correct safety mechanisms are in place,
NOTING that some poorer nations are unable to afford these mechanisms,

These United Nations:

ENACT that all nations possessing nuclear power facilities shall purchase the necessary number of graphite and cadmium "control rods"

OUTLAW any nation from operating unsafe or uncontrolled nuclear power facilities.

Many newer nuclear power station designs don't incorporate control rods of any kind, graphite, cadmium, or otherwise.

Nuclear safety is an important issue, so it would be good if you carried on in a similar vein though.

Greetings.

We are familiar with the use of cadmium and graphite as neutron-absorbing moderators. The questions we ask are:

1. Should the owning state possess more effective technology, should they then be bound to purchase less effective technology?

2. Should the owning state purchase said items, what then if they are not installed (correctly or otherwise)?

3. Who is responsible for selling said items (and will make a big killing)?

We feel nostalgic for days long past when we preferred to moderate our evenings with Sapphire and Steel.
