The Allied States of Cemendur, recognising the grave risk global warming poses to humanity and to the environment, proposes a tax be put on fossil fuels.
This tax will tax most those fossil fuels which produce more dangerous greenhouse gases.
All money gained from this tax will be put into researching and implementing alternative clean fuel sources.

Would delegates please support this proposal.First, we don't know if this is even necessary. Is there global warming in the world of NationStates?
And with that, we shall play our favourite card (http://img137.echo.cx/img137/408/thenotthesamecard5gk.jpg): problems that exist in Real Life™ may not exist here. After all, there are over 120,000 nations in this "world", with over 80 trillion people. Maybe that's enough to start "global warming", and maybe not. That will be up to the players to decide.
Beyond that, unless the text of your resolution can work around the problem, we believe - and will raise a point of parliamentary order to find out if this in indeed the case - that your proposed tax would be illegal under the terms of Section 4 of the much-hated Resolution #105 ("National Systems of Tax") (http://forums.jolt.co.uk/showpost.php?p=9052912&postcount=106)

A tax would be an undue burden on the poor.
I say we help foster the expansion of Hybrids (gas-electric) vehicles and the the elimination of the out-dated combustion engine.
