Proposal: Freedom of the Arts Act II

Description: Wheras,

The freedom of artists (which will hereby be defined as those who express themselves though art. Art will hereby be defined as a means of expression though voice, musical instruments, painting, drawing, or any other means of peaceful artistic expression that does not harm humans and is in compliance with past and future UN resolutions)to practice any type of art they wish is not yet protected under UN resolutions,

Be it resolved that,

No UN member may oppress any artist by limiting the types of art he/she can practice. Artists are hereby free to practice what they wish.

I'm curious. Why is this 'Act II?' What happened to the first Act? Did we get an entr' acte in between?

i submitted this before but i received some criticism for not defining "art". so i added the definition and made it "act II"

Doesn't this fit under the category of "freedom of expression?" Not being familiar with all of the past U.N. resolutions, does a "freedom of speech/expression" one exist?

Article 2 of Resolution #26, The Universal Bill of Rights

Article 2 -- All human beings have the right to express themselves through speech and through the media without any interference.
