Repeal "Ban Chemical Weapons"

Description: UN Resolution #107: Ban Chemical Weapons (Category: Global Disarmament; Strength: Significant) shall be struck out and rendered null and void.
Argument: The United Nations believes that a world free of chemical weapons would be a safer and better world. However, we also believe that resolution 107 is flawed, and as such may not be effective in achieving this outcome, and may even be counter-productive. As such, we believe that it should be repealed and replaced with a more effective resolution, with the recent repeal of resolution 16 - an ineffective anti-biological weapons resolution - as a precedent.
Among the faults of resolution 107 are the following:
It does not define the term 'chemical weapons', leaving possible loopholes where states may declare chemical weapons as 'chemical agents', or other terms, to circumvent the resolution;
The term 'trafficking' is not further defined, so that nations may claim that they are able to purchase chemical weapons as long as they do not attempt to resell them without being accused of 'trafficking';
Worst of all - the resolution calls for the 'ultimate decommissioning' of chemical weapons, but lacking further detail, it does not actually prevent nations 'decommissioning' chemical weapons by using them against other nations!
For these reasons the resolution must be repealed so that a watertight replacement can be drafted, and so that confidence in the legislation of the UN and of its ability to enforce this legislation can be restored.
