The freedom of artists (which include musicians)to practice any type of art they wish is not yet protected under UN resolutions,

Be it resolved that,

No UN member may oppress any musician/artist by limiting the types of art/musical genre he/she can practice. Artists/Musicians are hereby free to practice what they wish.

Unfortunately, 'art' is one of those categories which is difficult to define, and in the case of your proposal extremely dangerous when undefined.

Art, especially as Gk 'techne', includes many kinds of talents, ranging from various kinds of universe-twisting sorceries to gut-twisting exercises on the frailty of the human frame. Think through your proposal again, we suggest.

If this passes, expect a new artform to grow in DLE, utilizing citizens from other nations. That art is fleshcrafting, which uses alternate rules of physics and warps the body in horrifying ways, sometimes combining together multiple creatures to form powerful abominations.
