i need an endorsement and i'll join any region to get it
You can only get endorsements from those in your region. Ask around in the regional messageboard. Provided you're in a large enough region, you should get at least the two required to submit proposals.

Do you want endorsements quickly, or do you want to develop your region? If you leave your region to get endorsements, you can't then take them back to the region.
In any case: If you are asking for possible regions, the best place to ask is Gameplay rather than the UN forum.
What would be your reasoning for getting endorsements?
