Would something like this be worth Proposing?

Not really. Too many issues you must take into account, and too many headaches resulting from that.

Roleplaying, perhaps. Making into international law, no.

While sports leagues have an international scope, they are not generally considered an international problem. *

* ... Well, maybe hockey would be considered an international problem. But not baseball. Not really. Lulling spectators into catatonic states through dullness isn't a problem, is it?

Would something like this be worth Proposing? No, but an international league for a real sport like rugby U wouldn't be a bad idea. Although I'm not sure it'd be the job of the UN to handle it.

OOC: as it goes, orginisations like FIRA (Federation Internationale de Rugby Amateur) and UEFA (Union of European Football Assosiations) are privately funded and quite happy like that.
