Roleplaying, perhaps. Making into international law, no.
While sports leagues have an international scope, they are not generally considered an international problem. *
* ... Well, maybe hockey would be considered an international problem. But not baseball. Not really. Lulling spectators into catatonic states through dullness isn't a problem, is it?

Would something like this be worth Proposing?No, but an international league for a real sport like rugby U wouldn't be a bad idea. Although I'm not sure it'd be the job of the UN to handle it.
OOC: as it goes, orginisations like FIRA (Federation Internationale de Rugby Amateur) and UEFA (Union of European Football Assosiations) are privately funded and quite happy like that.
