Description:
NOTING the rising number of prisoners in our law enforcement facilities;
REALIZING the great danger they represent to society;
IT’S VITAL to establish new measures to avoid rebellions, control how the prisoners in custody spend their time, forbid the rise of internal organizations;
THEREFORE, prisoners convicted for 30 or more years should be killed by the electric chair or other mean available. Prisoners convicted for 29 or less years should do slave work in industries authorized and supervised by the state.
AS A RESULT, crime rate would eventually fall while the measure would represent industry growth

While NSUN Resolution #6 (End Slavery) does not specifically address prisoners of the state convicted by due process, Quadlia believes it did not intend to prevent compulsory labor by the prison population. However, since slavery is expressly forbidden, this proposal is illegal without a repeal of Resolution #6 first. In Quadlia, our prisoners are put to work in prison service or public works projects, but they are given a small wage which they may save or spend on items such as stationery (for writing to relatives) or on legal aid books. To force labor without any form of compensation would be counter to our humanitarian ideals.
Additionally, internal prison organizations may be of benefit to safety and stability within the prison, affording prisoners opportunities to develop leadership skills that will aid their return to society.
The last point of disagreement may be the most important. The United Nations has no place to dictate punishment of prisoners to member states -- especially capital punishment. Such decisions are rightfully left to individual member states. Quadlia cannot support this proposal under any circumstances.

Our prison population is only rising in proportion to our general population. Maybe you need to look at the root causes of growing prison populations, and deal with those, instead of attacking the symptoms.

We've got a rehabilitation system of our own that doesn't work too badly thanks. It's not perfect, of course, but this would hardly be an improvement -I'd guess that enslaving people for 29 years before their release would tend to make them less, not more, inclined to be a functional member of society. And killing people just because you've locked up too many and need more room is nothing short of disgusting (plus you're overruling the sentences laid down by justice systems - if a judge, after a fair trial, sentences someone to 40 years in prison, this proposal would have us just drag them off and electrocute them instead).

Why? If you forced this on _Myopia_, I reckon recidivism rates would sky-rocket.

This is illegal under RES #6 and my countries policies supports RES #6.
