This is my first ever proposal. I would be most appreciative of any feedback or criticisms that anyone has. Feel free to edit it yourself (if you can do that on forums...)

Proposal Name: Space Defence Initiative
Category: International Security
Stength: any suggestions? I don't actually know what the "strength" of a proposal is.
Description:
AWARE of the fact that many rouge nations possess the capability to launch Intercontinental Ballistic Missiles (ICBM’s) with nuclear, chemical or biological warheads aimed at almost any point in the world.
CONSCIOUS of the reality that many peaceful nations and UN member states are under threat and have no means to defend themselves against such attacks.
REALISING that something must be done, and that the technology to create defences against the full spectrum of missiles does exist.
KNOWING that government funding of UN member nations must be put into a worldwide military project under the name of Space Defence Initiative (abbreviated as SDI), to create this technology and to perhaps improve it.

SDI is a worldwide space-based weapons program. Its product’s main function will be to prevent nuclear, chemical or biological attacks (on UN members) of the warhead-missile type.
Should this resolution pass, UN nations will start to increase funding to their military in order to fund research into SDI. Part of the technology required already exists, this being energetics (laser) technology.

Section I: Should this resolution pass, all UN members (and only UN members) will put government funds (in proportion to their GNP per captia) into their military so as to provide financial support the project under the name of Space Defence Initiative (SDI).

Section II: Should this resolution pass, the military scientists of UN member nations will be united in using the government funding to create a suitable product capable a defending UN member nations against nuclear, chemical or biological attacks of the warhead-missile type.

Section III: In following of the above section, the product created will only be used for DEFENSIVE protocols against nuclear, chemical or biological attacks of the warhead-missile type. It will NOT be developed to carry out offensive measures, nor, if it is inevitably so that the must have product has the capacity to carry out offensive measures in order to fulfil SDI’s requirements, this potential will NEVER be used against another country.

This defence will prove all nuclear attacks impossible.
The governments of the UN must increase their military funding to make Space Defence Initiative develop into a true device that will render Weapons of Mass Destruction useless.

Greetings.

We of Roathin suspect that your proposal may well be struck down for being the equivalent of a UN police force, except that it polices space.

In addition to Roathin's comments, we would like to note that some UN nations already possess superior space technology than this proposal is mandating and, as such, would be wasting their money.

Greetings.

We note that these are the ones which wish to paint the whole world red (and possibly, pink, fuchsia, amaranth, or burnt sienna) in an orgy of blood and fire. It is quite interesting, the designation 'rouge nation'.

Go significant; strength is cost, from what I understand.

Change KNOWING to MANDATES or DECLARES. KNOWING sounds awkward.

SDI is a worldwide space-based weapons program. Its product’s main function will be to prevent nuclear, chemical or biological attacks (on UN members) of the warhead-missile type.

Say something like, "DEFINES the Space Defense Initiative as follows:" or something, to introduce the description. Sounds wierd how you have written it.

Maybe drop the technology part, it makes it seem like lasers are automatically the technology-of-choice for nuclear defense.

A.) It's GDP per capita, B.) It's kind of redundant for something to be a percent of the GDP per capita, because the GDP per capita is already a fraction of the GDP. Just sounds wierd. C.) How much?

If this is interpreted to mean that they will send scientists to work on the program, it may be illegal.

I wouldn't say all that, you have no idea what might end up being necessary.

Only ICBM's, because if the missile doesn't leave the atmosphere you're screwed. Also, if people develop the technology to keep ICBM's low, you're screwed.
