I thought the UN Banned them,If so wouldn't whoever made the Proposial been making an illeagal one?

There is a resolution that allows abortion in all circumstances but you can still ban it in your country when the issue arises. Its one of the quirks of the game :)

Ideally, yes, you technically can't build bio weapons, ban abortion, stop gay mariages, etc., etc.. It's just assumed that no matter what you pick for that issue, the UN steps in and does some hocus-pocus to make those laws go away, without making people think they're gone, and so your stats don't change.
