How about this for an idea to ensure UN Delegates are more active?

Having looked through the complaints about the UN proposals system and there being supposed 'inactivity' by UN delegates and that not enough proposals get approved due to UN delegates not knowing what to do i thought of this.

How about a nation receiving a telegram if they become the UN delegate for their region? A telegram congratulating them on becoming UN delegate and informing them of some of the responsibilities that it comes with.

This is a very rough draft of it but here goes ;)

Congratulations [NATION NAME] on becoming the UN delegate for your region.
Being a UN delegate is an important responsibility and with it comes the power to change and influence the UN.

As UN delegate you can go through the list of proposals and approve those that you deem worthy to go before the entire UN. A proposal needs 6% of all Delegates to approve it to become a resolution, once it has done so, it has achieved quorum. Regional Delegates are charged with making sure bad proposals fall by the wayside and that the good ones are voted on by the UN, it is important to go through the list of proposals but not mandatory.

If you have two endorsements you can submit proposals yourself and try to get them made into resolutions. You may also receive telegrams from other nations wanting you to approve their proposal, this is quite standard if you are active in approving proposals.

As UN delegate your vote on resolutions that are being voted on by the UN is increased. For every endorsement that you have from another nation, you have an extra vote, making delegates from large regions quite powerful.

In order for this to even be considered, you'd have to take it up with either a NationStates Administrator with coding privileges (if they even have coding privileges) or Max Berry himself.

I'd remove the sentence "This may make you feel important." It seems rather condescending to me.

Other than that, I think it's a fine letter. It touches on everything that needs to be mentioned, and informs the delegates of each of their privileges and duties. I don't think I've seen this idea brought up before, so bonus points for originality.

I guess... I'd personally post it in Getting Help as well, for maximum exposure. No offense to the mods (I know they are often overloaded with work), but it can sometimes take a while to get a response to a request.

Coupled with the invasion/defense mechanisms, though, such a telegram system would likely be either ignored or cause problems with the server having to spit out telegrams during the game update. It's a cool idea, but I don't see a way to make it feasible.

To every new UN Delegate? That would require more than some free time. You'd need to spend your life checking every region for a change of Delegate and copy-pasting the same message to them over and over again. Not fun.

If you only send it to nations who have newly become UN delegate and have not been one before then it could be feasible i think. I'm don't know much about coding so i'm not sure if you can get the game to send it out automatically if a new nations becomes UN delegate. No way should a mod have to do it, would take up way too much time i think.

Getting Help is for game-related moderation problems, not new idea submissions. Such a request would be ignored and discarded. Not great advice, Nargopia.

The proper place for this request would be the Technical forum, where the author has already posted and at least two mods have replied. The admins read Technical regularly, but don't always respond if they think existing responses adequately cover the question. Don't read silence as apathy - I can assure you that mods and admins are regular readers, even if they don't respond quickly ... or at all.
