Capital Punishment, UN Proposal needing endorsements

Please can all delegates endorse the UN proposal concerning Capital Punishment, which contains the following proposal
"Capital Punishment
A resolution to improve worldwide human and civil rights.
Category: Human Rights
Strength: Strong
Proposed by: Chetnik Bandits
Description: Accepting that those who remove innocents lives forfeit their own.
Removing an innocents life is wrong in all cases. Therefore those that take an innocent persons life should receive the ultimate punishment, death, if and when they have been proved guilty of the crimes they are on trial for, by a jury of 12 fellow citizens.
Therefore Capital Punishment shall be introduced for the following crimes:
1) Child Murder,
2) Multiple Murder,
3) Serial Rape,
4) Terrorism,
5) Piracy,
6) Desertion from the military whilst on active service.
Capital punishment shall be implemented for the following reasons.
1) Deterrance- Punishment of serious crimes will discourage further crimes of that nature.
2) Retribution- Society must be seen to punish criminals properly and justly.
3) Incapacitation- Removing a criminal prevents them from repeating their crime.
The method of Capital Punishment will be left entirely up to the discretion of the individual nation.
Approvals: 2 (Ishlaha, Zhukhistan)
Status: Lacking Support (requires 147 more approvals)
Voting Ends: Tue May 10 2005"
