Decision: Tighten
DEFINING "Lethal Weapons" as projectile-firing devices with projectiles made with the purpose of killing or doing significant harm.
REALIZING that many of these "Lethal Weapons" are currently on the streets in Member Nations
ALLOWING private ownership of "Less-than-Lethal Weapons" (tasers, stun guns, etc.)
DEFINING "Less-than-Lethal Weapons" as those devices made with the specific reason of temporarily disabling or otherwise impair those people that might be dangerous to others' health
REQUIRING that Member Nations take some of their Government Spending from Law & Order to provide the means for factories for the creation of these Less-than-Lethal Weapons.

Wait, so it's perfectly fine to walk around with your claymore, battleaxe and/or katana? They are all lethal weapons, specifically designed to kill, but are not covered by your proposal.
[edit] You also don't actually say anything about banning of lethal weapons, apart from in the title.

Yes, we consider our armed populace a point of order in our nation. So much so that we give everyone in our nation "military training" to facilitate prevention of the government becomming corrupt and tyranical. Governments are far more interested in their position of servitude when the populace posessed the training and equipment to war with the state.

Less than lethal weapons have little effect against armed military or such...

well, for starters, we are against this. guns are, in our opinion, a national issue. whilst we look down upon their use, we will not support a resolution for or against guns. also, we looked at what you concidered 'less-lethal'. most of our studdies have indicated that those items can be as leathal, even more when used in the wrong manner. we admire your effort, but have yet to see a gun control catagorised proposal passed

I strongly believe that legislation concerning domestic weapons control should be determined at a, well, domestic level.

I second Ecopoeia.
This legislation, amidst other shortcomings, makes no allowance for sporting use of lethal firearms, such as shotguns for clay-pidgeon shooting, or archery. Many people who shoot for sport would be left without their sport by this proposal, as well as those whose livelihoods depend on the manufacture and use of sporting firearms. Also, it would ban hunting and pest control using firearms. That is unacceptable.
It also makes no mention of military use of lethal weapons, or what the boundary between military and private use is.
This proposal is unacceptable. Sorry.
