Anti-Terrorism Act
A resolution to improve world security by boosting police and military budgets.

Description: The United Nations understands that civilian casualties will happen during war but also realizes that many nations or regions, during war, purposely attack their opponent's civilians instead of their armed forces. Therefore, it has come to the attention of the United Nations that the citizens must be protected from such terrorism.

The United Nations defines terrorism as blatantly attacking the citizens of your own nation or region or the citizens of another nation or region as compared to the nation or region's military.

This practice is condemned by international law and humanity.

The Typical Procedure is as follows:

First Offense
The nation or region accused of terrorism will be given a warning.

Second Offense
The nation or region's trading partners who are members of the United Nations are to break all ties with the nation or region and will cease to do any bussiness with them including financial support, trading, and aid.

Third Offense
The United Nations will place the ruler of the nation under arrest or (in more extreme cases) the United Nations reserves the right to have the ruler assassinated. If the ruler is to be arrested the United Nations will then decide the most effective and appropriate method of following through with the arrest even if it means going to war.

agreed. terrorism is such a broad and ill defined thing that it is practically unenforcable. it isnt a country you can attack, and if you attack a country that has them, they will move to another country, and you will just breed more of them by your presence
