Honoured ambassadors,

As the Duchy of Claverton is a recently-founded nation-state, the ambassadors of the Office of the Duke of Claverton are inexperienced in the political etiquette of the UN. They have gone through the List of Regions with a fine-toothed comb, adding any Regional Delegate with more than 25 endorsements to a Dossier. The result is a short-list of 58 delegates.

The Ambassadors of the Duke of Claverton, intending to start lobbying on issues, wish to know if sending telegrams requesting electoral support to unaquainted Delegates is in breach of the etiquette of the United Nations.

If any ambassador can advise the Office of the Duke of Claverton, they will earn our lasting gratitude.

It's actually one of the few solid ways to secure approvals on a proposal sufficient to get it to the floor. As a delegate, I certainly don't mind receiving the occasional telegram about a proposal; however, I appreciate it more if the proposal has been discussed on the UN forum prior to its submission.

The intention of the Office of the Duke of Claverton is only to lobby for two proposals; the 'Defining Diplomatic Immunity' proposal, and the draft 'Repeal Resolution 18 (Hydrogen Powered Vehicles) Proposal, both of which are currently on the forum. We would infer, from your reply, that delegates don't take offense at being lobbied by telegram, and won't vote the other way out of spite?

Well, when it comes to approving a proposal, there is no "voting the other way", and without getting the attention of many, many delegates, most proposals have next to zero chance of getting the ~150 approvals needed to come to the floor. Since it can't get an up-or-down vote without those approvals, a telegram campaign is almost a necessity. I recommend composing a basic "form letter" and posting it to this thread for analysis/comments. Also, remember that, at the approvals stage, a delegate with one vote is equivalent to a delegate with several hundred.

Very well, we appreciate the advice. We will compose a draft and post it here for analysis. We will then send it out to as many of the regional delegates as possible before the telex equipment suffers serious breakdowns.

They may not have time to read the entire threads, but it certainly illustrates that you care enough about your idea to not just seek delegate endorsements, but also have looked for advice from other UN members.

Good luck! I am very interested in a diplomatic immunity type of resolution reaching the floor, so I'm looking forward to the results of your hard work.

Another place to find delegates is to watch the votes on resolutions. If you feel your proposal is similar to the pro or con position of a resolution that is at a vote, sometimes I use the "Delegate Votes" page as a shopping list.

For example, the previous resolution (though international security) was about natural disasters ... the two resolutions prior to that were human rights resolutions, and so I felt that delegates who voted in favour of either of those two resolutions might be interested in Groot Gouda's resolution and fired off a few telegrams (well ... the Intl Red Cross did in this case). ;)

Thank you, but I must point out that 'Define Diplomatic Immunity' was proposed by Cobdenia. As the Office of the Duke of Claverton is now operating ambassadors on behalf of GREAT Britain, so guaranteeing diplomatic protection is strongly in our interest.

Don't just limit yourself to delegates with more than 25 endorsements. After all in the proposal stage the delegates from the smaller regions have just as much of a say as the ones from larger regions.

Thank you, Councillor Flibble. We will TG all regional delegates, until the telex equipment in the Signals Section of the Office of the Duchy of Claverton breaks down, but we intend to combine the TG appeal for 'Repeal "Hydrogen Powered Vehicles"' with a TG appeal to approve 'Define Diplomatic Immunity'. We are waiting for a third party to submit 'Repeal HPV' on our behalf, or for the UN members of GREAT Britain to endorse the Duchy of Claverton, before launching the campaign. That way, we can supply a direct link to the proposal, and make it easier for regional delegates to approve the proposal.

Keep in mind that a direct link works best if it's to a thread on the UN forum. Direct linking to a proposal on the proposals list requires that it be altered every day as the old proposals are deleted and the remaining proposals shift forward.

That's not strictly true. There is a way to have a URL which will bring up the proposal regardless of it's position on the queue.

Use %20 instead of a space for multiple words

For example, if I wanted to link to a proposal which had marriage in the title, I would enter a URL of:

http://www.nationstates.net/cgi-bin/index.cgi/page=UN_proposal1/match=marriage

And watch it find the solutions.

It worked to good effect with my indigenous peoples proposal (not many proposals have indigenous in their title)

Anyway, a few other tips.

1) Be courteous - most delegates will be friendly enough, but some will get agro if you do not approach them correctly

2) Include a copy of the proposal - many delegates will appreciate the effort.

3) Telegram smaller regional delegates - they have the same authority at this stage as any of the larger regions.

From there I right clicked on a delegate, opened in new window, and sent a telegram (copy and pasted; they were all the same bar minor differences)

That seems like a good idea.

We're still waiting for someone to step up and submit the repeal, so we won't be starting a campaign any time soon.

I just wish there were a way to use it to access a specific repeal (not just the first in the list), which I'm assumung there isn't. If there were a way to reference repeals other than the first in the list without using page numbers I'd be a very, very happy man.

Just enter the search string for a specific title eg "I like cheese" rather than just cheese.

Although it does not work with the repeals.
