1. In order to submit a proposal, you're going to need two endorsements, otherwise, you can't.
2. The only people who can endorse you are UN nations within your region. Telegram them and ask them to exchange endorsements, or post something in your regional boards about how you need endorsements so that you can submit your proposal.
