Description: The UN recognises that many of it's member states have spiralling crime issues. MLSR would like to propose a new method of crime prevention. This involves several principals:

That a UN Crime council be set up, involving one delegate from each region with at least one member state
That this council be entrusted with the setting of prison standards and rehabillitation
That the UN purchase land from each world system member to the body, and raise a large island out of neutral waters.
These islands will be governed by the UN crime council. However, it's inhabitants have no nationality and no currency.
All member states WISHING SO, may send their criminals to exile on this island.
On the island, the inmates will be self sufficient in providing a living, punishment with low costs.
The produce of this island may be sold to other countries, boosting trade and imports.
Once the inmates have served their sentance, they will reurn to their country of origin.

The cost of this venture will be funded my donations from countries. However, they will receive this money back in savings from prison services and trade with 'prison islands'.

I don't really see how this is a human rights issue, although I do see how it would be difficult to categorise. What about international security?

I'm not sure that this is legal. I don't think you're allowed to force delegates into participating in new committees. I don't even think the founding of new committees is approved of anymore.

That's an awful lot of money. Where is it going to come from?? It also wouldn't work out- if every UN member is paying for this project, they would in effect be buying their own land from themselves, but with the land going to the UN. So they are just losing land with no financial compensation.

The problem with that is: what if every member state wished to send *all* of their criminals there? This island would have to be the size of a continent in itself. We've already dealt with cost issues, but even the environmental implications of this are huge. ANd no matter how big the island, it won't be big enough, and there won't be enough funds to run it.

So on this man-made island with no native wildlife, there is going to be room for a giant prison for millions of criminals as well as enough land to be used as farmland to grow food for all these criminals and to produce some kind of export to sell on. Right.

It sounds as if this would cost more than just locking them up in an already existing prison in their country. So why bother with this international prison? Noone would save money on this project- only lose money, and lots of it.

Well, you did ask...

Sorry to be so critical but really the idea of solving everyone's problems by dumping them out of sight, out of mind, on an island far away is a tad naive. The costs alone are prohibitive.

OOC: i resent that remark, especially since i am formerly from a state was a non-convict colony. and if i remember, america was the initial dumping ground for british criminals, jus was overshaddowed when they up-rose and britain found australia
